ASEAN Open Sky 2007: Indonesia offers Balikpapan, Tarakan

Commencing the ASEAN Open Sky policy in 2007, Indonesia will offer fifth freedom rights to ASEAN airlines flying to Balikapan and Tarakan in East Kalimantan . While fourth freedom rights are offered for flights to the cities of Manado in North Sulawesi and Pontianak in East Kalimantan, said Secretary General of the Department of Transportation, Wendy Aritenang Yazid as reported by Bisnis Indonesia. 

With fifth freedom rights, ASEAN airlines may transport passengers to and from Balikpapan and Tarakan and on to third countries. Whereas, in the fourth freedom, airlines may fly point to point only, although with unlimited capacity, but are not permitted to make these their transit stops. 

In the ASEAN Open Sky agreement, Malaysia has offered the four points of Kinabalu, Miri, Labuan and Kuching, the Philippines has offered Davao, Zamboanga, General Santos and Puerto Princessa, whilst Brunei Darussalam offered Bandar Sri Begawan, said Aritenang. 

The open sky agreement between Indonesia, the Philippines, Brunei Darussalam and Malaysia was to have been signed at the ASEAN Summit in Cebu this week. However, due to the postponement of the ASEAN Summit to January 2007 because of typhoon Utor warnings, the agreement is similarly postponed with one month.

hus, the ASEAN open sky is very specific to also benefit Indonesia’s airlines. With the new open sky policy in place, Indonesia hopes to attract more tourists to Kalimantan and Sulawesi respectively, said Aritenang.
